Culbert's sculpture demonstrates his inventiveness with illumination, opacity, shadow, transparency and reflection with found material. His black and white photography continue these explorations, often using prosaic objects like furniture or parked cars to wittily subvert spatial perception and expectation of mass and weight. From suitcases pierced with fluorescent tubes, repurposed furniture, vast arrays of reclaimed plastic containers, Culbert’s works celebrate common things and imbues them with poetic presence. While renowned for his economy, wit, and ‘light touch' Culbert’s art also: “conveys an ethical challenge: to be alert, to participate, to converse.” - in the words of New Zealand writer and critic Ian Wedde.

Bill Culbert first trained as a painter at the Canterbury School of Fine Arts (Christchurch, New Zealand) in the early nineteen fifties, he then received a scholarship in 1957 to study at the Royal College of Art in London. While living in both England and France, he developed an interest in the properties of natural and electrical light, reflected from the surface of suitcases or polished floors, passing through substances like glass sheets or coloured plastic bottles, or experienced directly from frosted bulbs.

Over the years Culbert has presented hundreds of shows in New Zealand, USA, England and Europe. In 1990 he represented New Zealand in the Sydney Biennale and in 1997 the survey exhibition Lightworks (curated by City Gallery, Wellington) traveled to Dunedin Art Gallery and the Govett Brewster Gallery in New Plymouth.

In 2012 a selection of Culbert's experimental light works will appear in a survey of British and Brazilian Concrete Artists at the Centro Brasileiro Britânico in São Paulo, Brazil. Culbert represents New Zealand at the 55th Venice Biennale in 2013.
